Senior Research and Data Analyst
Location: Westminster, London or Home-Based
Fixed term contract to September 2025 (with possible extension)
About the role
Are you enthusiastic about how data, information, and intelligence can be used for decision support and business insights, making a difference for adult social care? We are looking for a Senior Research and Data Analyst with a keen interest in shaping and delivering a programme of work for effective use of data and intelligence for insight and decision support, across Partners in Care and Health’s offer of sector-led improvement for adult social care and public health.
Data and intelligence for adult social care is experiencing a period of significant change and opportunity. As a key member of the PCH Research and Data team, you will have a lead role in shaping and delivering PCH’s data and analytical support to councils and, working closely with ADASS regional networks and analytical teams at the Department for Health and Social Care, ensuring that adult social care is able to maximise the opportunities for gaining insights and intelligence from the data available.
Experience and knowledge of adult social care data and using data within a complex programme is expected, along with the capability to communicate insights effectively to a range of key stakeholders. We are looking for a team player who can work at pace, write, and communicate well, and have strong organisational, project management and quality assurance abilities. You will have exceptional data analysis and visualisation skills, attention to detail and experience of using analysis software such as Excel to create meaningful and accessible insights for councils and health and social care systems.
You will oversee the development and quality assurance of surveys, data collections, analysis, tools, and intelligence for adult social care, and have a key role in representing the sector in shaping core data collections and outputs. You will be expected to deputise for the PCH Programme Research and Data Manager and have line management responsibility for two Research and Data Analysts.

The Local Government Association and Association of Directors of Adult Social Services are Partners in Care and Health (PCH) working with well-respected organisations. PCH helps councils to improve the way they deliver adult social care and public health services and helps Government understand the challenges faced by the sector. The programme is a trusted network for developing and sharing best practice, developing tools and techniques, providing support and building connections. The Association of Directors of Adult Services (ADASS) exists to represent and support its membership of DASSs and their management teams. ADASS is also a charity which gives a national voice for social care. ADASS and the LGA work together as partners to lead PCH.

We are specifically assessing candidates against the following criteria:
Demonstrable knowledge and understanding of adult social care data.
Highly developed written and oral communication skills, including the ability to speak confidently in public and to present data and complex ideas in a clear and comprehensible way.
High level analytical skills including the ability to apply tools and techniques for data collection, analysis, and visualisation, and to interpret evidence and identify trends.
Experience of project management, demonstrating the ability to meet targets in respect of deadlines and resources.
Able to work at pace, deliver under pressure, prioritising work against competing demands to meet deadlines.
Self-motivated and self-supporting team player, willing to work flexibly to meet changing priorities.

Our benefits
LGA annual leave entitlement is 29 days, rising to 31 days after three years’ service and to 33 days after five years’ service, plus all UK public holidays (pro rata for fixed term and part time contracts).
Flexible & agile working – office-based staff are required to work in the LGA’s London office two days per week as a minimum, subject to business need and this may vary significantly between different roles and from week to week.
