About the Partners in Care and Health Programme (PCH)

The Local Government Association and Association of Directors of Adult Social Services are Partners in Care and Health (PCH) PCH helps councils to improve the way they deliver adult social care and public health services and helps Government understand the challenges faced by the sector. About the Association of Directors of Audit Social Services (ADASS)

The Association of Directors of Adult Services (ADASS) exists to represent and support its membership of DASSs and their management teams. ADASS is also a charity which gives a national voice for social care.  ADASS and the LGA work together as partners to lead PCH.

About the role

As a key member of Partners in Care and Health’s Public Health & Leadership Team, the Adviser will bring their skills, knowledge in social care, health, public health or local government to work on a range of high-profile national projects with councils and their partners working closely with Directors of Public Health and public health teams across the country.

Advisers design, organise and deliver sector-led improvement support to councils and partners via local, regional and national programmes. Responsibilities will include programme and project management and monitoring budgets. The Advisor for Public Health will work on a range of projects as determined by the Senior Adviser.

The Advisor will also work closely with the Adviser (Leading Heathier Places) and need to be able to engage directly with partner organisations such as ADPH, regional groups and councils, and offer information, advice and support where required. You will also be working alongside and influencing national partners such as the Department of Health and Social Care (DHSC), Office for Health Improvement & Disparities (OHID) and (UKHSA). This includes identifying and sharing best practice, helping to develop support programmes and ensuring the voice of local government is heard in national discussions.

You will be expected to be flexible in working across areas of work and to build productive relationships with a wide range of stakeholders. In return, you will enjoy a stimulating and varied personal workload that contributes significantly to public health improvement work across the sector.

About you

You will bring the understanding, experience and drive necessary to begin making a positive impact from day one. To do this, experience of policy or improvement work and/or public health is essential. You will have the ability to produce communications material, co-ordinate improvement support and project manage delivery working closely with the Senior Adviser, councils and other partners.

Partnership working and a flair for managing a large workload will be keys to your success, and you will have exceptional relationship building and influencing skills. With an understanding of public health and local government, you will bring the expertise to support sector-led improvement across health and care.

You must have the right to work in the UK, the LGA are unfortunately unable to offer sponsorship visas. Evidence for the right to work in the UK will be requested at the interview stage.

We are specifically assessing candidates against the following criteria:

  • Promoting, co-ordinating and evaluating the PCH public health improvement support offer using programme and project management approaches

  • Scoping specific bespoke improvement support work for councils with the Senior Adviser

  • Liaising with peers and contractors to deliver improvement support

  • Ensure quality assurance in all aspects of delivery

  • Liaise with the Association of Directors of Public Health (ADPH) regional networks in delivery of their sector led improvements plans

  • Work closely with LGA public health policy
