Summary
The current One Public Estate (OPE) programme is delivered in partnership between the Office of Government Property, the Local Government Association (LGA), and MHCLG. Currently working with 97% of English local authorities and 13 major government departments, OPE touches on a wide range of agendas and departmental objectives through the lens of property; taking a place-based approach to support projects that make a difference for local communities.
The Office of Government Property (OGP) is looking for an experienced Programme Manager to cover 6 months of maternity leave. The Programme Manager will play a crucial role in helping the team to design and transition to a new version of the programme, including procuring a new service contract for 2026/27.

About you
We’re looking for someone who can demonstrate strong leadership and is comfortable working with a high degree of autonomy. You’ll need strong technical skills to improve project and programme management processes and skills across the team. You will have strong organisational skills, be able to establish clear programme structures to deliver quality outputs, and work effectively in a complex governance structure.
In conjunction with the LGA Programme Manager, you’ll work to drive the programme forward against the programme plan, maintaining oversight of a combined portfolio of c. 990 projects through an established PMO and close working with a team of Regional Programme Managers.
Currently the role does not have direct line management responsibilities, but you will work in a matrix management environment with the LGA Programme Manager, overseeing the broader PMO. You’ll need to work closely with other colleagues in regional, commercial, finance and policy teams, both in the LGA and wider Cabinet Office, and you’ll play a key role in our relationship with HMT.
