Salary: Grade 6 - £60,714 (Home-based) or £65,032 (Office-based, includes London weighting)

Employment Type: fixed term internal secondment until 31 March 2026, extension possible

About the Partners in Care and Health programme (PCH)

The Local Government Association (LGA) and Association of Directors of Adult Social Services are Partners in Care and Health (PCH) working with well-respected organisations. PCH helps councils to improve the way they deliver adult social care and public health services and helps Government understand the challenges faced by the sector.

About ADASS

The Association of Directors of Adult Services (ADASS) exists to represent and support its membership of DASSs and their management teams. ADASS is also a charity which gives a national voice for social care.

About the role

We are looking for a Programme Lead Adviser to join the Local Government Association’s Partners in Care and Health (PCH) team, supporting the delivery of high-profile national programmes focused on digital innovation in adult social care.

This role will lead the LGA’s contribution to our joint programme with the Department of Health and Social Care (DHSC) ensuring local government is at the heart of shaping and delivering national policy and improvement offers. You will work closely with central government, NHS bodies, ADASS, and local authorities to influence national programmes, promote sector-led improvement, and embed innovation across care and health systems.

The role is available as a fixed-term contract or secondment until 31 March 2026. Ideally, we are seeking a full-time postholder, but working hours are negotiable. The post can be home-based or office-based (Westminster), with occasional travel to London or elsewhere in England required.

About you

You will bring a deep understanding of adult social care and the local government landscape, along with experience of delivering policy, strategy, or improvement programmes in complex environments.

You will have:

  • Experience working in or with local government or national bodies in a senior advisory or programme management role.

  • A proven track record of managing stakeholder relationships and navigating politically sensitive contexts.

  • Strong project management skills, including the ability to deliver to time and budget.

  • Excellent written and verbal communication skills, with the confidence to brief senior audiences and contribute to national discussions.

  • A collaborative approach to leadership, with the ability to build consensus and foster innovation.

Experience working on digital transformation or data programmes in adult social care is highly desirable.

You must have the right to work in the UK, the LGA are unfortunately unable to offer sponsorship visas. Evidence for the right to work in the UK will be requested at the interview stage.
