About the role
One Public Estate (OPE) is a catalyst for transforming places. Cross-public sector collaboration realises smaller, better, greener, and more efficient public property that drives local growth, unlocks land for homes, reduces inequalities, and improves public services - enabling communities to thrive.
The OPE programme is seeking a Regional Programme Manager (RPM) to support an established network of partnerships. We currently require support across the South-East and East of England regions, but the area of focus may alter in the future.
Reporting to the Senior Partnerships Manager, responsible for line managing a Regional Programme Adviser and working closely with the Programme Management Office, the RPM is part of the OPE programme’s regional team.
There are potentially two roles available as a result of current postholders being seconded to other programmes. The regions within which OPE operate are currently subject to change, and it is anticipated that one role will cover the South-East Region and the other will cover two of East of England, East Midlands, Yorkshire & Humber and the West Midlands.. You will work with Councils and public sector partners to support key regeneration schemes, managing multi-million revenue and capital programmes - unlocking homes and jobs.

The role is offered on a full-time, fixed-term basis (to the end of March 2026). Secondments are welcomed. This role will provide you with a valuable career development opportunity, working on a national programme, with exposure to key regeneration projects. Your location won’t be important – just a commitment to provide quality advice and support to the places through our programme.
About you
All our roles require experience of a fast-paced working environment servicing multiple stakeholders, a collaborative mindset, and a continuous improvement mentality.
The Regional Programme Manager should have strong relationship and engagement skills, be comfortable working with senior stakeholders. You will provide direct support and expertise to assist the identification, development and delivery of property projects, in a cross-public sector environment, drawing on a solid understanding of asset management, property development, regeneration, or related public service delivery.
You should have:
experience of local and/or central government and a good understanding of the way that they work, as well as a familiarity with the changes proposed through Devolution and Local Government Reform
Substantial experience of regeneration, public estate, housing, and economic growth
Experience of running a major programme – this may be around service transformation, housing development, regeneration, other land and property initiatives, or similar
Integrity and credibility with politicians, senior managers, key stakeholders and staff.
Able to deliver and lead others under pressure, prioritising work against competing demands to meet deadlines
You should be comfortable working in a small team in a home-based environment with most communication taking place online. A flexible attitude to working away from home is essential as some national travel will be required.

Previous experience of working in or with a complex political environment, preferably in local or central government

Well-developed written and oral presentation skills with ability to present complex ideas in a clear and comprehensible way.

Our benefits
LGA annual leave entitlement is 29 days, rising to 31 days after three years’ service and to 33 days after five years’ service, plus all UK public holidays (pro rata for fixed term and part time contracts).*
Flexible & agile working – office-based staff are required to work in the LGA’s London office two days per week as a minimum, subject to business need and this may vary significantly between different roles and from week to week.
